1. Russian Federal Space Agency has promised to increase the GLONASS accuracy to the centimeter level. “Further modernization will be subjected the ground control segment, enlarged the network of measurement station. The facilities’ modernization will provide improved accuracy of navigation definitions to decimeter and centimeter levels for both categories of users military and civilian "- said Sergey Saveliev, Deputy Head of Federal Space Agency during his speech in Munich on the International Summit on satellite navigation.
In addition Roscosmos is planning to improve system’s characteristics such as availability, immunity, operational efficiency. The accuracy improving of the navigation field meets the customers’ requirements of navigation and the characteristics that trying to achieve US, EU and China satellite systems.
"To provide more opportunities for users we are planning to introduced in addition to the existing signals a fundamentally new signal with code division at frequencies L1, L2 and L3", - added Sergey Saveliev.

2. Russia plans to build ground stations of differential correction and monitoring in more than thirty countries.

“Russia plans to build ground stations of differential correction and monitoring SDCM in 34 countries” – said Yury Urlichich, General Director and Chief Designer of "Russian Space Systems" to ITAR-TASS.
SDCM (System of differential correction and monitoring) is one of GLONASS augmentation providing meter accuracy. Such stations on the territory of the Russian Federation provide accurate positioning in the Northern Hemisphere. In order to improve the accuracy of the GLONASS system in the Southern Hemisphere it is needed to build additional stations.
“Antarctica has already three stations, as a variant considering the possibility of construction the fourth station "- said General Director of "Russian Space Systems”. “We are now considering variants with additional 34 countries for installing the stations "- he said. “Technically, we are absolutely ready. With the first 15 countries the agreements will be reached soon” – assured Yury Urlichich.
According to his words, negotiations with Australia are completing, the result of them most likely will be positive decision on installing in this country SDCM. Moreover it is planning to place the differential correction stations in Indonesia, Brazil and Nicaragua.

3. ERA GLONASS terminals will be installed into the vehicles during the manufacturing stage.

Vladislav Surkov, Deputy Prime Minister held a meeting on changes into the technical regulations for vehicles equipped by the "ERA-GLONASS" terminals at the manufacturing stage. During the meeting the agreement between Russian Ministry of Industry, Russian Ministry of Transport of and Russian automakers was reached on amendments into the Customs Union’s Technical Regulations "On the safety of wheel vehicles" in three countries – Russia, Belarus, Kazakhstan.
According to the government press service members of the meeting agreed that requirement for equipping the new cars and light commercial vehicle by emergency response system should come into force in 2014-2015. This solution allows to synchronize the launch of national project “ERA-GLONASS” and its European counterpart - the emergency services system eCall.
4. Russia has launched the Federal Target Program for development of GLONASS system.  
“The federal target program for development of Russian satellite navigation system CLONASS for the period 2012-2020 years was launched this week” – said Alexander Gurko, General Director of the federal provider "NIS GLONASS".
According to him, in the Program have appeared new government customers such as Russian Ministry of Interior and EMERCOM of Russia that are the largest users of GLONASS based systems.
Talking about the Federal Target Program funding, Alexander Gurko said that firstly Program aims on the development of the GLONASS satellite constellation, but a certain amount of funds provided for the development and implementation of navigation and communication GLONASS / GPS based equipment.
